Bob Mills’ OUI charge is pale in comparison to other felonious crimes he has committed in concert with associates, Tim Q, Ly (Maine-Ly Realty – he apparently changed the name to MAINELY PROPERTY MANAGEMENT, LLC as of: Wed Mar 16 2016 or MAINELY REALTY SOLUTIONS LLC), Attorney Jens Peter Bergen, City of Biddeford officials, Mayors James Grattelo, Donna Dion, Atty. Harry Center, Biddeford Police Chief Roger Beaupre, local “shills” and others, including judges/attorneys.

May Bob Mills’ arrest on this charge lead to further investigation.

Roger Beaupre, former Police Chief, resigned from the Department and is currently a member of the City Council.

York County Treasurer Bob Mills….”The Pay IS An Issue”

Newly elected York County Treasurer Bob Mills’ first order of business…..asking county commissioners on Wednesday to consider increasing his salary from $500 annually to the amount paid to the former treasurer. The five-member panel took no action.

Undaunted, Mills, of Biddeford, said after the meeting that he would approach the board again, at a later date. Commissioner Michael Cote asked Mills if he knew the salary was $500 when he decided to run for the elected position.

What’s With Maine Election 2018 Biddeford Candidate Bob Mills?

At the onset of this election, Bob Mills registered as a candidate for REGISTER OF DEEDS, then withdrew.

He then registered for State House Representative as has now withdrawn his candidacy – 2.5.18

He has currently filed as a candidate for York County Treasurer.

Are people, especially in Biddeford and throughout the County of York, getting the picture?

It appears so ….hurrah!

Time to hang it up, Bob. You’ve done enough damage!

On 9-1-17 Bobby Mills, former City of Biddeford Councilor, filed as a candidate for the office of York County Register of Deeds in the 2018 election.

On 9-2-17 The Journal Tribune reports “Mills withdraws from county race. Bob Mills, who had registered in June his intent to be a candidate for the Democratic nomination for York County Registry of Deeds, said on Thursday night that he has withdrawn citing a new career path that he said would leave little time for a political career as well.”

Will HUD Control Local Government Rule Over Development?

“The Affirmatively Furthering Fair Housing Rule is federal enforcement of Sustainable Development Smart Growth Cities. Until now there was at least a pretense that Smart Growth development was a local process. That, of course, is what the American Planning Association (APA), Non-governmental Organizations (NGOs) and your city council have assured citizens. Now, through the revelation of AFFH, it is clear that such development is a top-down dictatorship, overseen by the department of Housing and Urban Development (HUD).

Announced July 16, 2015 by HUD Secretary Julian Castro, the excuse for the 377 page ruling is to promote and assure discrimination and achieve balanced and integrated living patterns for all citizens. To achieve that goal, AFFH is specifically designed to move people out of rural areas into mega cities and tightly control who may stay in reduced suburbs. Exactly as we’ve been warning about Smart Growth policy.

To achieve its goals, AFFH requires agencies and communities that apply for HUD grants to detail income levels, religion, color, and national origin of every single person living in every neighborhood of the community. They will then determine any imbalances and, if necessary, force a massive shift of people into such neighborhoods to achieve the desired balance. This is nothing less than social engineering!

Worse, the AFFH rule will effectively eliminate local government rule over development. Where once there was at least the pretense of local communities making their own decisions and could spend the HUD grants as they determined best for their communities, now, under AFFH, HUD will control those decisions to its satisfaction.” Read more HERE.

Is Biddeford City Councilor, Bob Mills, Controlling Local Government Rule Over HUD Grants?

Bob Mills is a member of the Biddeford City Council. Holding such a position could become self-serving or “buddy friendly”. However, he is not unique. There are many of his like among other local, county and state elected officials.

Mills, as Business Manager of Mainely Realty, LLC and owner, Tim Q. Ly, have many questions to answer.

When a request to review all documents in the Biddeford Commmity Development Office pertaining to CDBG grants and Tim Q. Ly, including financial statements of matching HUD funds awarded to Mr. Ly and/or Mainely Realty LLC, was denied by Linda Hardacker, a request was made to Councilor Mills for his help in obtaining these documents. He refused stating “this comes under the Privacy Act.” Who is he protecting or helping? Tim Q. Ly and Tim’s attorney Jens Peter Bergen?

(Over the years many state officials were hand delivered/mailed many documents proving official corruption on Maine, most specifically involving officials within the City of Biddeford.)

On August 16, 2011 a Freedom of Access Act request was sent to Councilor Bob Mills and and Linda Hardacker, City of Biddeford HUD Office Coordinator.

Documents were received, but nowhere near the amount of “boxes/files” allegedly held in Hardarcker’s office. One interesting piece of documentation – in between documents – was a personal note between two employees relating to the concern with giving Mr. Ly money in his hands. Was this deliberately inserted with the documents or was it a mistake? Don’t know…but it’s fantastic evidence!

Mills talks a good piece, but you can’t change the stripes on a tiger. Keep an eye on his right hand!

Why Is It When Things Get “Hot” In Biddeford….City Managers Get “Cold” Feet?

PPh reports “The Biddeford City Council is expected to vote Tuesday to appoint a new city manager. John Bubier is stepping down after leading the city for a decade. Bubier will continue to work part time for the city on economic development projects.

The Personnel Committee – composed of city councilors John McCurry, Roger Hurtubise, Michael Ready and Stephen St. Cyr – reviewed the resumes of applicants and conducted six interviews with prospective managers, Casavant said.

Casavant did not know how many people applied for the position, but said many applicants lacked the city manager experience the council was seeking.

Bubier “will continue to work part time for the city on economic development projects”….as in Biddeford Commmity Development Office? He had a duty to look into the operations of the City of Biddeford HUD Office Coordinator, Linda Hardacker. View more HERE.

There has been a smell in the HUD office and the Tax Assessors Office that needs “fumigating” before he leaves office.

PPH reports “Biddeford council hires James Bennett as city manager. In a unanimous vote, the council hired James Bennett to replace John Bubier, who is stepping down after leading the city for the past decade. Bubier will continue to work 30 hours per week for the city on economic development projects.

A Lisbon native, Bennett was first elected as a selectman in Lisbon at age 21. Bubier, the outgoing Biddeford manager, was the town manager in Lisbon at the time and encouraged Bennett to pursue a career in municipal management.

Bennett was town manager in Old Orchard Beach from 1990 to 1997 before leaving to become city administrator in Westbrook for five years. He served as city administrator in Lewiston from 2002 to 2009. He has been city manager in Presque Isle since 2010.

He begins Aug. 17 and will be paid at an annual rate of $117,000 for his first six months on the job and at a rate of $121,000 a year thereafter. As city manager, Bubier was paid $128,000 a year. He will earn $75,000 a year in his newly created job in economic development.” Read more HERE.

Justice Nancy Mills Disqualifies Entire York County District Attorney’s Office From Prosecuting A Domestic Violence Case

PPH reports “A judge has disqualified the entire York County District Attorney’s Office from prosecuting a contentious domestic violence case, and also ruled that Eliot police officers may be cross-examined by the defense, resurrecting allegations that a majority of them routinely falsified patrol reports.

Justice Nancy Mills issued the rulings last week in the criminal case against Paul Olsen of Eliot, finding that Assistant District Attorney Thomas Miscio knowingly intercepted confidential documents written by Olsen’s attorney that contained the defense’s trial plans and read them without informing the court of the breach as he is required to do.

Mills learned of Miscio’s actions on May 4, the day before the 34-year-old Olsen was due to stand trial for allegedly assaulting and raping his former girlfriend at her home in Eliot in 2012. Mills immediately called off the trial, and said in her follow-up order Thursday that either the Maine Attorney General’s Office or another district attorney’s office will have to take over prosecuting the case.

“In this case, the state’s attorney should have known the information in the documents was privileged,” Mills wrote in the five-page ruling. “The disclosure of the information cannot be undone.” Read more HERE.

WMTW8 reports “Judge rules prosecutor saw privileged defense information in Paul Olsen case. “The state’s attorney’s reading the information was not inadvertent,” Mills wrote. “The disclosure of the information cannot be undone.”

Mills also issued another decision in the case, ruling that Olsen’s defense team could ask members of the Eliot Police Department if they have ever lied about their whereabouts while on duty.

“The defendant may inquire on cross-examination about the alleged misconduct by Eliot Police Department officers,” Mills wrote.

Why wouldn’t the same ruling be consistent with a related case? (Now former) York County D.A. Mark Lawrence was in possession of confidential information/documentation relative to a “scheme” devised by Biddeford city officials, Police Chief Roger Beaupre and others. It was believed that D.A. Lawrence would investigate, indict and prosecute where the evidence demanded. D.A. Lawrence jumped the fence and prosecuted Lafortune with her evidence in his hands. Lafortune’s attorney was not allowed to present evidence, nor witnesses.
