  1. Depends what is meant by “excessive force”. If you mean physical or mental, or emotional. If one receives a Summons to appear in court or else, thats a threat and coersion. But is it excessive? Whats the consequences to you if you refuse? Jail? Prison? Fines? Is it all excessive force? As far as I’m concerned any kind of force is excessive. What is non-excessive force?

  2. intimidation or theats by any cop is excessive force if directed to or at any party not actively involved in a situation involving the police
